Many characters within the Star Wars universe wear face coverings. Full face helmets or even just a lower face covering. Also don’t forget that when on Hoth, it’s cold and you would want to keep your face warm. Also don’t forget about the Jawa.  Those scrappy guys can live anywhere and make almost anything work.
